The role of mineral resources in the Great War
The article is dedicated to the forthcoming 65th anniversary of the Soviet Union's victory in the Great Patriotic war. The author provides detailed analysis of the economic and mineral capacities of the USSR and the fascist Germany, including its satellites, on the eve of the war and during it. He emphasizes the input of the soviet geologists and miners who during the wartime succeeded in quickly finding, prospecting and putting in operation a considerable number of the strategic deposits in the Urals, in Central Asia, Siberia and the Far East. Those deposits were of utmost importance for the defence industry.

The development of academician N.V. Melnikov's ideas regarding the legal and regulatory support of rational exploration and conservation of subsoil resources
The author analyzes the imperfections of the current laws of the Russian Federation regarding subsoil usage. In order to improve the mining legislation he suggests developing and adopting a code of the interdependent laws, the fundamental one being the Mining Code of the Russian Federation. The author believes that it is advisable to revive the Mining Charter of Russia, which would contain detailed description and explanation of the specific meanings and contents of the adopted laws and subordinate acts. He emphasizes the role of small and medium-sized mining enterprises in the rational usage of the subsoil resources and advises to adopt the federal law «On small mining enterprising».

The problems of legal support of the anthropogenic deposits exploration
The authors analyze the current laws of the Russian Federation governing the legal relations concerning the wastes produced by the mines and related processing facilities. Based on the analysis they propose amending specific articles of the Russian Federation's laws «On Subsoil Resources», «On Production and Consumption Wastes» and the Tax Code. They also propose a number of measures which could improve the legal regulation in the area of anthropogenic mineral resources usage.

On some issues related top the licensing of the usage of mineral resources
The authors dwell on the legal aspects of reissuing the licenses for the mineral resources exploration in the events of division of the subsoil areas and merger of closely spaced deposits with similar properties into a conventional common group (node). The propose amending the law of the Russian Federation «On Subsoil Resources» as related to the possibility of reissuing the license in the following cases: a) when dividing a subsoil area into a few smaller ones; b) when merging subsoil areas; c) when parametric (including production) characteristics of a subsoil area change.

The authors presents the coal recovery profitability evaluation method of authors based on the project of many year's coal seam mining and outlay and cost prediction. It is important to note that the method assumes that the predicted investment costs and outlays refer to the proceeds from the sale of coal and not to the material effects such as tons of recovered coal.

Methodological approach to setting guideline values for nonmetallic feed extraction
The authors have developed a method for determining the guideline values of wastage and impoverishment during underground mining of non-metallic deposits of constructional materials. The proposed method is based on determining the optimal value of rock seizure. With this method, the guideline values of quantitative and qualitative losses should be set based on the analysis of the possible variants of the extraction block mining along the deposit outline in the threshold of maximum permissible impoverishment.

Increasing the performance of the high-clayey placer deposits
Based on the theoretical and experimental research, the author has determined the pattern of the influence of high-pressure water jets upon the degree of disintegration of clayey conglomerates in the device that he had developed. The obtained scientific results provide the grounds for development of the new engineering design approaches and calculation of pilot installations for disintegration of high-clayey sands of the alluvial deposits using comprehensive methods, which are more efficient comparing to the traditional ones.
