Priorities for improving a legal regulation process in relation to environmental component of public interest in private law methods

- Abstract:
- Public law method of subsurface use relations regulation is aimed to ensure industrial potential of the country, its economic health, and resource security. Other relations arising in respect of subsurface resources use are regulated by private law methods combined with public law methods to different extents. These methods serve to pursue a private interest, which stimulates business entities to develop social and production infrastructure, and rational and comprehensive use and protection of subsoil resources. Proposals for improvement of subsoil legislation will allow broadening the potential of private law methods for legal regulation of relations between the subsoil resources users.

Numerical simulation change permafrost conditions of the runway airport Olekminsk

- The natural and climatic conditions of the area of the airport «Olekminsk» in Yakutia are highlighted, the unfortunate combination of which in the runway area has led to the development of negative phenomena attributed to two categories. First, degradation of the permafrost roof and a change in soil temperature are observed within the runway and adjacent territories, and forms of subsidence microrelief are formed. Secondly, the runway cover is made of local soils, poorly adapted to the periodic influx of significant amounts of moisture, mainly of atmospheric origin, and coming into a plastic state. Based on the results of numerical modeling of changes in geocryological conditions for a period of 5 years, the most optimal option for reconstruction according to the first principle is the period from January to April. A set of compensatory measures to improve the reliability of the facility is recommended.

Improvement of the technology of open mining of difficult structural coal deposits
- Abstract:
- High requirements for the quality of coal supplied for export predetermine the need to ensure highly selective mining of rocks. The article proposes a combined technology for the development of complex-structured coal deposits using an improved drilling and blasting scheme with disintegration of relatively strong rocks between the layers by camouflage charges. Selective mining of coal and thin rock layers is proposed to be carried out, respectively, by a bulldozer-loose-ning unit and a layer-by-layer milling machine.

- The paper presents the main scientific and practical results of research in the field of assessing the geomechanical and environmental safety of the development of near-surface ore reserves in energy-disturbed massifs using complex methods and geomechanical and hydrogeological monitoring of underground geotechnical systems of deposits of complex structure under water bodies A comprehensive research method is described, including analysis of work, mine and laboratory experimental research, mathematical and physical modeling, as well as theoretical analysis and generalization of research results using standard and new methods.
